SIKAP National Executive Council
National Executive Council (NEC) - is the highest governing body of the organization and primarily responsible for setting the policies as well as monitor implementation of the policies. Toward this end, the NEC shall perform the following duties and functions:
(a) To represent SIKAP before third parties, through its President or such other officers as maybe authorized and enter into any contract or agreement for and in behalf of SIKAP;There shall be three types of membership in the NEC, namely: (a) Elected officials – those officials elected by the National Congress; (b) Appointed Officials – those officials appointed by the President; and (c) Ex-officio members – Executive Director and Deputy Executive Director of the Party List
(b) To approve or modify rules and regulations governing operations of SIKAP including rules and regulations for admission of members, conduct of officers and members, among others;
(c) To approve plans, programs and corresponding budget for the ensuing fiscal year;
(d) To borrow or invest funds necessary for financing programs and projects of the organization;
(e) To acquire or hold any personal and/or real property or any interest therein;
(f) To propose any amendment to the Constitution and By-laws of the organization;
(g) To review any action taken and approve actions of any committees it created; and
(h) In general, to do any and all things that it may deem to be in the best interest of SIKAP party list.
Elected officials include: President, Executive Vice-President, Secretary-general, Deputy Secretary-general, and Party Spokesperson.
Each geographic division shall also elect their respective Vice-Presidents who shall also become regular members in the National Executive Council. The Committee on Rules, Protocol and Discipline shall draft additional rules to govern the election of area vice-presidents.
The Rules Committee shall come up with rules governing qualifications and disqualifications of officers, both elective and appointed, as well as processes in selecting the said officers.
